Video Gateway Service

The Video Gateway Service provides a method to transport local or satellite delivered NTSC (National Television System Committee (standard broadcast TV)) programming to non University Park campus locations by videoconference technology. The Information Technology Services (ITS) Telecommunications and Networking Services (TNS) Video Operations Center, in conjunction with WPSU-TV, can deliver programming over existing videoconference systems. This service is intended for occasional use only.

  • Campuses without a satellite downlink.
  • Campuses with the requirement to receive multiple simultaneous satellite delivered programs.
  • Campuses that want to receive NTSC programs originated at University Park.
What does this service cost?

The department (or individual) reserving the Video Gateway Service for the first time must obtain and complete a Telecommunications Service Requisition (TSR)pdf doc form .

A TSR requires a valid Penn State budget and appropriate authorizing signature. There is no processing fee associated with submitting a TSR. The TSR is good for the fiscal year. The TSR should be submitted by FAX ((814) 865-1100) or by mail to Penn State Call Center Services, University Support II Building, University Park PA.

In addition to the TNS fee, WPSU-TV charges for satellite downlink coordination which requires a separate billing arrangement with WPSU-TV.

Campuses are responsible for satellite teleconference registration and fees. Questions concerning satellite teleconferences registration can be directed to WPSU-TV by calling 814-865-2604.

How is the Video Gateway Service requested?

The Video Gateway Service is requested by completing the TNS Video Gateway Service request Web form. Once the form is properly completed, the form is sent to WPSU-TV and the ITS Call Center. WPSU-TV will coordinate satellite downlink requirements directly with the customer. The ITS Call Center schedules TNS resources used to transport the program to the campus.

How is the service confirmed?

Individuals requesting the Video Gateway Service will receive a confirmation by email. The confirmation will include videoconference dialing instructions. A copy of the confirmation will also be sent to the technical contact of the videoconference room receiving the program.

A separate confirmation will be sent by WPSU-TV, if a satellite downlink is requested.

What is the lead time for this service?

The suggested lead time is 10 business days.

A Video Gateway Service scheduled with less lead-time than suggested will be scheduled at the discretion of TNS Video Systems Staff. TNS reserves the right to reject a schedule request when recommended lead times (Lead time is needed to allow for technical coordination) are not followed.

What is required of the unit or department requesting this service?
  • Discuss satellite downlink needs with WPSU-TV by calling 814-865-2604.
  • Schedule a videoconference room with adequate seating and resources.
  • Gather date(s), time(s), name of program, satellite information and contact information of the program to be received.
  • Complete the Video Gateway Service Web request form.
  • Submit a TSR, if this is the first time request for the service.>
  • Expect to receive a confirmation from WPSU-TV (satellite downlink coordination) and the TNS Video Operations Center. (Videoconference dialing coordination)
Can the local or satellite delivered NTSC programming be sent to multiple campuses?

Yes, local or satellite delivered NTSC programming can be sent to multiple locations by using the Penn State Video Bridge.

Please note: TNS and WPSU-TV only coordinate the resources required to transport the programming. Scheduling rooms to receive the programming is the responsibility of the unit or department requesting the service.

What are the limitations?

This service does not support continuous programming. The service is intended for occasional use to support campuses that do not have satellite downlink capability.
