Full Maintenance

The following services will be covered by the monthly maintenance fee:

  1. TNS will balance the distribution system and perform non-intrusive sweep testing of the forward plant and signal quality measurements at various test points once per year.
  2. TNS will test and guarantee that the distribution system meets all FCC leakage specifications once per year. All testing will be done at frequencies up to and including 550 MHz (750MHz when upgraded).
  3. TNS will be responsible for all outside plant, riser wiring to the closets, and building internal wiring plant (facilities from the building amplifier output up to and including the room taps).

The following services will not covered by the monthly maintenance fee:

  1. The repair or replacement of any material or equipment damaged as a result of accidental or intentional tampering or misuse will be billed to the department, college or group on a time and materials basis.
  2. Equipment that has not been installed by TNS or tested and accepted by TNS, or any problems caused by this equipment, will not be covered by the monthly maintenance fee. The resolution of these problems will be billed to the department, college or group on a time and materials basis.
  3. Damage to materials or equipment caused by natural disasters, flooding, fires, power surges or lightening will not be covered by the annual fee. Repair of the damages will be billed to the department, college or group on a time and materials basis.
Building Level Maintenance

The following services will be covered by the monthly maintenance fee:

  1. TNS will balance the distribution system to the demarcation point and perform non-intrusive sweep testing of the forward plant and signal quality measurements at various test points once per year. The demarcation point is the output of the building amplifier.
  2. TNS will test and guarantee that the distribution system from the head end to the demarcation point meets all FCC leakage specifications once per year. All testing will be done at frequencies up to and including 550 MHz (750MHz when upgraded).
  3. TNS will be responsible for all outside plant, riser wiring to the demarcation point. If the system uses TNS-installed intra-building cabling, then TNS will continue to be responsible for the maintenance of the cable plant up to and including the room taps.
  4. Each building will have a designated CATV Building Contact. The CATV building contact will be the primary interface between the building’s subscribers and TNS for building level maintenance issues.
  5. The University is under contractual obligation with the content provider to bill University subscribers based on the number active CATV taps in use. In order to maintain accurate billing records, the building contact for CATV will be responsible to provide this information to TNS. When ever the number of active taps increases or decreases the CATV building contact should notify TNS. At a minimum, an annual inventory of CATV taps will be requested by TNS. Billing for the CATV service and content will be posted to a single budget for all subscribers within the building. It is the responsibility of the building contact to reallocated CATV expenses if necessary.

Coverage Requirements

All changes made to an TNS maintained cable TV distribution system must be designed, installed and maintained by TNS or under the direct supervision of TNS in order for the system to be covered by TNS maintenance. Systems found to be in violation of the maintenance agreement will be allowed 2 weeks to bring the system into accordance with the agreement by the removal of the customer's changes or by the submittal of a request for an TNS re-certification design for the changes.

Certification of Intra-building CATV Distribution Systems

Intra-building CATV distribution systems not designed and installed by TNS can be made eligible for TNS Maintenance options by contracting TNS to certify the system. Certification charges will include the replacement of components that do not meet TNS standards at cost plus overhead. There will be a charge for the time spent by TNS to certify the system.

To request the certification of a CATV distribution system, a properly completed and signed Telecommunications Service Requisition (TSR) should be submitted to TNS.
