Private Fiber/Inter-building Networks
Charges for establishing private fiber networks are contingent upon the availability of existing University fiber and the number of University network hub-sites the fiber must go through to complete the private network. If University fiber is not available at the time of a request, the academic or administrative unit can (1) wait until more fiber is available through Central funding or (2) fund the installation of the fiber.
¹ Charges are per fiber pair. Single strand applications are charged at 1/2 the pair rate for one time charges and have the same monthly rate.
² If an academic or administrative unit requires supporting hardware to connect and complete their private network, utilizing the private fiber, the customer will be responsible for the acquisition cost of the equipment plus a monthly maintenance fee equating to 0.5% of the acquisition cost.
Note: If as an IB connection is deactivated as a direct result of a Private Fiber request, a $500 credit will be issued to offset the one-time charge.

Charges for establishing private copper-circuit networks are contingent upon the availability of existing University copper. If University copper is not available at the time of a request, the academic or administrative unit can fund the installation of the requested copper.
Cable/Wiring Exemptions
In general, exemptions will be applied only to service fee components, since all other components represent tangible or well-defined costs to the University to outside providers of equipment or services. Exemptions granted must be renewed on an annual basis. Exemptions to rates may be granted in the event that:
  1. There is an accepted, documented plan to eliminate the need for a private link, suitable for implementation within 12 months, or
  2. There is reasonable evidence that services necessary cannot be supported by the integrated backbone (this includes the support of a needed protocol which is not supported via the backbone).
  3. For those entities already having integrated backbone access within two buildings, the addition of a private link between those buildings will be endorsed, to the extent of both the one-time and monthly service fees being waived.

All exemptions must be approved by the Vice Provost of Information Technology and the Senior Director of TNS.

TNS currently offers a rate exception given the following criteria:
  1. Fiber will be provided point-to-point. TNS will retain full responsibility for providing and maintaining the fiber circuit. Fiber circuits may be either 62.5 micron MM or SM. (50 micron MM fiber is not currently supported, and is not planned on being supported).
  2. Fiber will be provided on an as-available basis [TNS will reserve 1 pair of each type for maintenance uses]. If no fiber is available for a request, ITS/TNS will fund the deployment of additional fiber. However, TNS will add the request to the already established funding and deployment schedule. The request will not be escalated in priority over other previously established projects.
  3. Point-to-point fiber circuits will be limited to the current fiber distribution hubs. All hub-to-hub fiber connections will fall under the existing rate schedule.

The above rates apply to locations served by Penn State-owned fiber. Additional charges are applicable in cases where a vendor circuit is required to serve a location (e.g. off-campus buildings).
All one-time temporary connections to Penn State's Backbone will be charged a fee equivalent to 10% of the applicable backbone connection one-time rate. The 10% one-time, temporary connection fee will be applied per each connection. Please note that these connections are temporary and will be disconnected following the event.
LAN
LAN Maintenance - Wired and Wireless
TNS will provide active network monitoring, remote network problem determination via telephone, 24-hour shipping of defective LAN components, and site visits when necessary. Unless the problem has caused an interruption to vital services (limited to registration, drop/add, last week of classes, and final examination week), site visits will normally be scheduled to occur between the hours of 8:00 AM and 5:00 PM Monday through Friday. Non-UP sites with LANs covered by Full Maintenance or Hub-only Maintenance may purchase replacement equipment to be connected by TNS as stand-by devices at their locations. TNS will assist the site in determining the quantities of spare devices to be purchased. The stand-by equipment will be specified and purchased through TNS and will be covered by TNS maintenance. The site will be responsible for the life cycle replacement costs for these components.

Certification: Private owned LAN devices that are the same brand and model that TNS uses for their LAN install may be placed onto TNS FULL or Hub-Only maintenance after the equipment has been reviewed and "certified" by a TNS technician. $75.00
Time and Materials Support: TNS will provide problem determination and resolution assistance, site visits for problem determination and/or resolution, and replacement equipment on a time and materials basis. If a site visit is requested TNS will assess a $75 site visit fee. Additional costs may be incurred for material, equipment or vendor expenses, if required. * Time is charged in 15 minute intervals. Add an extra half hour charge for each use for setup, signal testing, and satellite access coordination that takes place prior to your feed.
TNS requires the submittal of one Telecommunications Service Requisition (TSR) per year from each department or academic unit which wishing to use the Satellite Uplink service by either mailing it to University Support Building 2 or faxing it to extension 7-0190 (University Park Campus Only) or 814-867-0190 for all other campus locations. A separate TSR for each event will not be necessary. All events will be billed to the budget/fund associated with the TSR.

Video Bridge Pricing
Effective Date: 07/01/2004 The Penn State Video Bridge has two dial direction options available - dial-in or dial-out. The dial direction can be set on a per-site basis. The standard dial direction for ISDN-based calls is to have all sites dial-in to the Penn State Video Bridge. Dial-out for ISDN-based calls will only be granted based on:
  • The far-end is not able [technically] to dial-out.
  • Technical problems with the Penn State Video Bridge or network.
  • Approval by the Video Systems Senior Network Coordinator.
Penn State Video Bridge clients using ISDN requiring the dial-out option will be charged for per-site line usage. An hourly rate of $16/per channel line usage

Video Gateway Description
The Video Gateway Service provides a method to transport local or satellite delivered NTSC programming over videoconference.

The fee is $50.00 per event per campus.

When more then one campus requests to view same event, each campus is billed $50. The department (or individual) reserving the Video Gateway Service for the first time must obtain and complete a Telecommunications Service Requisition (TSR)pdf doc form.

To further reduce your bill, don't forget to disconnect after downloading new e-mail, and then reconnect to send the notes that you've composed offline. Or alternately, you can find a local computer with free Internet access and check your e-mail via Penn State WebMail (http://webmail.psu.edu/) to avoid a modem call altogether.

Monthly usage fees will be based on the established rates as indicated above. Call detail will be sent as part of your monthly statement and itemized by the Corporate Calling Card number (without the 4-digit PIN) and the associated billing name. All calls placed using a Corporate Calling Card will be billed against the budget associated with that code.
International and all other calls - Directory Assistance, Local Exchange Carrier, Other, etc. - are billed at the exact cost charged to Penn State by AT&T which are discounted rates according to the Penn State contract currently in place.
